Abstract

As the fourth largest military spender in the world, India has a huge defence economy supported by a budget amounting to nearly $67 billion in 2020-21. This book examines how well India's defence economy is managed, through a detailed statistical exposition of five key themes - defence planning, expenditure, arms production, procurement and offsets. This book is based on hard-core evidence collected from multiple government and other credible sources including the ministries of Defence, Finance, and Commerce and Industry, Comptroller and Auditor General of India and the Reserve Bank of India. It discusses key issues such as the evolution of India's defence plan; the feasibility of increasing defence spending; India's defence acquisition system; and the recent reform measures taken under the rubric of the Make in India' initiative. "For nearly seventy years, the military retirement policy remained unchanged-requiring retirees to serve twenty years in order to receive the military's highly desirable, traditional, defined-benefit pension. How has it remained so durable for so long, and what needs to change as the military adapts to the twenty-first century? Brandon J. Archuleta explores the history and development of the military pension through the lens of the autonomous policy subsystem. Through extensive fieldwork and interviews with sixty policymaking elites-including congressional staffers, veterans' lobbyists, blue ribbon commissioners, and even senior Pentagon policymakers-Twenty Years of Service gets inside the military personnel policy subsystem and reveals how these institutions managed to monopolize military retirement policy by maintaining the rigid status quo. Archuleta's research reveals major organizational issues that have significant bureaucratic and policy implications for the Pentagon. Congress and veterans' groups have been able to dominate the policymaking process, undermining the military's ability to adapt to a new policy environment. As the military aims to attract the next generation of young recruits for the twenty-first century All-Volunteer Force, Twenty Years of Service is a timely and relevant contribution to the field with lessons for scholars and policymakers wrestling with the future of American defense policy."

Abstract

The Canadian Armed Forces has not always embraced diversity and inclusion, but its future depends on it. As the country’s demographic makeup changes, its military must adapt to a new multicultural reality and diminishing pools of people from which it can recruit. Canada’s population is increasingly urbanized, immigrant, and not necessarily Christian, white, or bilingual. To attract and retain CAF personnel, the military will have to embrace and champion diversity while demonstrating that it is inclusive. Using a number of cases to highlight both challenges and opportunities, Strengthening the Canadian Armed Forces through Diversity and Inclusion provides a timely look at an established Canadian institution in a rapidly changing world. The editors explore how Canadian Muslim youth, LGBTQ+ individuals, women, racialized minorities, Indigenous communities, and people of non-Christian faiths see their experiences in the CAF. While diversity is a reality, inclusion is still a work in progress for the Canadian Armed Forces, as it is for society at large.

"This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to 'capture' the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements.
